If the key fob battery is low and the car does not recognise it, you place the keyfob on the symbol inside the armrest cubby hole to start the engine. Hopefully the car is accessible and pointed in the right direction to tow without any steering control. The steering works without power. NAFTA cars apparently do not have a steering lock. I dunno how you are supposed to safely park on a steep city street. Although MES references a steering lock module (which does not respond on my car), the service manual does not show any such device.
However, the parking brake can only be released with power turned on, so I do not think just unlocking the transmission is sufficient.
